The public KS-CPOST Commission meeting was called to order by Chair Johnson at 1:32 pm. Executive Director Doug Schroeder conducted a roll call of commissioners, KS-CPOST staff and KLETC staff in attendance as listed above. Approval of minutes Motion 2021 M 20 was made by Chair Johnson to approve the minutes from October 14, 2020, November 4, 2020, January 22, 2021, February 17, 2021, February 26, 2021, May 3, 2021, June 17, 2021, and July 30, 2021. The motion was seconded by Commissioner Presley and passed unanimously. KS-CPOST Director’s Report Executive Director Doug Schroeder presented his report which included the KS-CPOST’s budget, the decline in revenue, updated Central Registry forms (Demographic and Employment Information, Officer Status Change, and Termination or Separation), and a letter written per the governor’s invitation requesting money from the Covid/economic stimulus funds for Central Registry enhancements and KS-CPOST accreditation. Executive Director Schroeder also informed the Commission of the removal of medical actions taken on law enforcement officers from the KS-CPOST website. KLETC Director’s Report Executive Director Darin Beck of the Kansas Law Enforcement Training Center presented his report which included an update on the master plan for renovations and expansions on campus, continuing education, updated training and reciprocity courses, their two satellite locations in Dodge City and Hays, the D.O.J. grant for statewide accreditation for law enforcement agencies, and KLETC’S work towards a CALEA accreditation. Executive Director Beck also informed the Commission the grant was awarded for domestic extremism training, and of a $30,000 donation made by AT&T to KLETC to go towards fair and impartial policing training. Motion 2021 M 21 was made by Commissioner Hooper to no longer reimburse municipal agencies for reciprocity but allocate all money for basic academy. The motion was seconded by Commissioner Scheibler and passed unanimously. Resolution R-2021 002 was presented to the Commission by Executive Director Beck to adopt the resolution approving the KLETC 2021 full-time basic training course curriculum. Commissioner Presley moved to have this resolution passed. It was seconded by Commissioner Scheibler and passed unanimously. Motion M 22 was made by Commissioner Hooper to move forward with adopting the Kansas Administrative Regulations presented in the meeting and to begin work on a Kansas Administrative Regulation requiring an agency administer a psychological evaluation to every individual hired as a law enforcement officer. The motion was seconded by Commissioner Presley and passed unanimously. New Business Executive Director Schroeder has been asked if the Commission is considering changing the minimum mandatory continuing education hours and/or if the Commission is considering waiving or adjusting the 20-hour maximum media training that a law enforcement officer can claim throughout the year. The second item discussed was a letter received by KS-CPOST addressing the length of time it takes for office staff to fill the information requests. Motion M 23 was made by Commissioner Presley to replace Gaten Wood as an alternate on the Hearing Panel with Commissioner Roger Soldan. The motion was seconded by Commissioner Scheibler and passed unanimously. Motion M 24 was made by Commissioner Presley to adjourn the meeting. The motion was seconded by Commissioner Scheibler and passed unanimously.
